P2 - Aleksander Moisiu University of Durres
Aleksandër Moisiu University Durrës (UAMD) was founded on December 20th, 2005 but can trace its lineage around 1380 named University of
Dyrrachium, a theological university, is one of the oldest in Europe. The University of Durrës was named after the notable actor of Albanian origin Aleksandër Moisiu. In October 2006, 1300 students from across the country started their studies. Today the university encounters more than 20 000 students. There are six faculties: Faculty of Business, Faculty of Information Technology, Faculty of Education, Faculty of Political and Juridical Sciences, Faculty of Professional Studies, and Faculty of Integrated Studies with Practice (FASTIP) with 42 bachelor study programs, 25 professional master and 19 Master of Science, and 10 professional diplomas available.
The university aims to continuously achieve the highest national and international academic standards as well as support the educational aspirations and achievements of anyone who wants to benefit from higher education. Additionally, the university aims to foster and develop critical and analytical thinking as well as a sense of responsibility and commitment to humanity, community, culture, events, and various issues that affect the community.
Internationalization dimension
In the framework of integration in the European area of higher education, Aleksandër Moisiu University has in the spotlight the institutional participation in joint projects offered by the European Union in the field of higher education. UAMD has signed 92 Cooperation Agreements with various institutions and companies, 55 of which have been signed with Institutions of Higher Education abroad. In the framework of the ICM Erasmus+ program, UAMD has signed 21 Inter-Institutional Agreements with European universities. There is 150 academic and non-academic staff, and 16 students conducted their mobilities in EU partner universities. So far, UAMD has been a partner institution in 8 Tempus projects, 12 CBHE Erasmus + (2 as the leader).
P3 - University "Ismail Qemali" Vlora
University of Vlora "Ismail Qemali" (UV) is a public higher education institution established in 1994 with the Council of Minister’s decision no. 105 and located in the South of Albania in the city of Vlora. Vlora is situated in a beautiful geographical position surrounded by beaches and rocky sand where in its front there are Karaburun’s peninsula and Sazan’s Island. The city carries historical importance to Albania as it hosted the First National Assembly, which declared the country’s independence from Ottoman rule on November 28th, 1912.
UV is the largest higher education institution in the South and recognized as one of Albanian’s main universities, which counts more than 14,500 students graduated until now. The Accreditation Board of the Quality Assurance Agency of Higher Education, through Decision no.50 accredited and recognized UV with a positive Institutional Accreditation for a period of 5 years until 2025. According to the Webometrics Ranking of World Universities, UV is ranked the 5th among 41 Albanian universities.
During the 27 years of its existence UV has been focused on having an approach of the student in center by making serious and persistent efforts to increase the level of teaching, research activity and offering to the students a personal, high quality, affordable education through a diverse combination of liberal studies, professional instruction, cultural and social experience.

UV offers an excellent and a wide variety of academic programs based under the Bologna Accord through four main units: Faculty of Humanities (FH); Faculty of Economy (FE); Faculty of Technical Sciences (FTS) and Faculty of Health (FPH). UV has a long experience as a project partner in projects funded from EU programmes, where it has been identified as a fair and reliable partner. Currently, there are 17 ongoing projects such as: 9 from Erasmus + Capacity Building in Higher Education; 4 from Interreg Program; 1 from Erasmus + Jean Monnet Module; 1 EASme; 1 ENSP and 1 from Norwegian Ministry. The projects tackled various issues related to higher education reform and harmonization of our higher education system with the EHEA.
UV is also a very active and interested institution in the enlargement of the international collaborations through ICM’s (International Credit Mobility) program as a key factor of its internationalization. Currently, in the framework of Erasmus+ KA107 are signed 82 Inter-Institutional agreements for students and staff exchange with different universities from programme countries.
According to the representative of the European Commission for International Relations, University of Vlora “Ismail Qemali”, is listed among the four Albanian universities which are evaluated as very active partners in terms of cooperation agreements in the ICM component. The National Erasmus+ Office in Albania has also evaluated UV as a good practice in the ICM implementation.

P4 - University of Ljubljana
University of Ljubljana is the oldest and largest higher education and scientific research institution in Slovenia. University with its rich tradition was founded in 1919. In this academic year 2020/2021 we have 40,607 undergraduate and postgraduate students and our University employs approximately 6,000 higher education teachers, researchers, assistants and administrative staff in 23 faculties and 3 arts academies. The central building, all three academies and faculties are located in the centre. Only one of them the Faculty of Maritime Studies and Transport is located in Portorož on the Slovenian coast.
The University of Ljubljana is renowned for its quality social and natural sciences and technical study programmes, structured in accordance with the Bologna Declaration. Our projects keep pace with the latest developments in the areas of arts, sciences and technology at home and abroad. We are also the central and largest research institution in Slovenia with 30 percent of all registered researchers (according to the data from the SICRIS database). The University takes a central pedagogical position by performing public services in the areas of special social importance which ensure the preservation of the national identity, has close ties with Slovenian companies and foreign enterprises. Our partners include multinational corporations and the most successful Slovenian companies.
It also addresses one of the key challenges of modernizing higher education - providing higher quality education with the opportunity to use ICT and other new technologies through enriched, innovative methods and approaches in teaching and learning. By developing innovative teaching materials and learning environments, didactic use of ICT in the pedagogical process, providing ICT-supported learning environments and didactic and technical support for ICT-supported teaching and learning, systematically pursues strategic orientations at UL and of its members. Innovative forms of ICT teaching and learning enable UL to create the conditions for the education of critically-minded scientists, artists and professionals in a globalized and digitized world, trained in leading sustainable development and with a developed responsibility to human, community, nature and society at large. Promoting flexible forms of learning by incorporating didactic use of ICT also improves the digital literacy of students and graduates. At the same time, it contributes to the development of other competences, skills and competences for increased employability and inclusion in society.
Within the MEP&M project, the rectorate department “Digital University Centre (CDiUL)” (https://digitalna.uni-lj.si/) collaborates within the project, aggregating existing pedagogical, technical and organizational knowledge about using ICT in the pedagogical process, not only within the department but also across University members. Therefore, the project will take advantage of the expertise of the colleagues from Faculty of Education, Faculty of Public Administration and Faculty of Electrical Engineering which also collaborate within the MEP&M work packages.
P5 - Université Côte d’Azur
Université Côte d’Azur (UCA) is a research-intensive university relying on a strong ecosystem of higher education and research institutions (Observatory of the Côte d’Azur, CNRS, INRIA, etc.), that:
Over the past few years, UCA has shifted its structure for a dynamic and flexible organisation in order to meet the needs of society and better prepare young scholars and professionals for a changing world. The actual UCA model of university relies on transdisciplinary cooperation, an experimental model for coordination between research, training and innovation, as well as strong and sustained partnerships with private sector entities and local policy makers. To implement these collaborations and increase its flow of knowledge towards its ecosystem, UCA knowledge actors, which form the backbone of the university, are closely interlinked through: 5 academies of excellence, 8 graduate schools, creating a continuum between training and research, 4 institutes of innovation and partnerships connecting the academic ecosystem with businesses and other external stakeholders.

P6 - University of Cadiz
The University of Cádiz (UCA) is a modern university, with over 1700 academics and 21,884 graduate, master and doctoral students with 15 faculties located in 4 University Campuses.
The academic offer encompasses all branches of knowledge: Arts and Humanities, Business, Sciences, Engineering, Health Sciences, and Social and Legal Sciences with a total of 44 Degrees (20 of them double degrees); 56 Official Master Programs (1 Erasmus Mundus) and 19 Doctorate Programs organized around two doctoral schools: EIDEMAR, linked to the Campus of International Excellence of the Sea (CEI · MAR) and EDUCA, which includes the rest of the doctorate offer. The UCA is committed to marine and agro-food specialization through two International Campus of Excellence: it is the coordinator of the Campus of International Excellence of the Sea (CEI · MAR) (www.campusdelmar.es) and participates in the Campus of International Agri-food Excellence (ceiA3) (www.ceia3.es).

The University of Cádiz (UCA) leads the European University of the Seas (SEA-EU), an alliance of six universities also composed of the University of Western Brittany (France), the University of Kiel (Germany), the University of Gdansk. (Poland), the University of Split (Croatia) and the University of Malta (Malta). SEA-EU has been selected by the European Commission within the first call of the ERASMUS + KA2 European Universities Initiative. This alliance involves universities with strengths and experience in research, dissemination and education related to the maritime sector.
The UCA is the only Spanish university that offers all the cycles of studies related to the sea, so that its academic offer in this area includes a total of 9 degree degrees, the double degree of CC. of the Sea and Environmental, 17 master's degrees and 4 doctoral programs attached to the EIDEMAR doctoral school of the Campus of International Excellence of the Sea, CEI · MAR, with a specific offer supported by 16 research teams from different areas of knowledge. CEI.MAR has become an international benchmark of knowledge, experience, teaching and scientific research, in the marine-maritime field, bringing together all disciplines related to the sea from the Sciences, Engineering and Humanities.
The University of Cadiz has currently over 20 Erasmus + ongoing projects on a broad range of fields. Our university is also very active in international research projects financed by the European Union such as H2020.
P7 - General Maritime Directorate
GMD is the Maritime Division of the Ministry of Infrastructure and Energy and plays the role of Albanian Maritime Administration as Flag, Port and Coastal State covering all safety and security issues regarding Maritime Field.
General Maritime Directorate is responsible for regulating seafarers’ training, education, examination and certification activities and taking precautions, approving processes and taking corrective actions regarding activities related with STCW Convention and Regulations for Seafarers, taking necessary action for training of personnel on implementation of national and international legislation and reporting results to higher positions.
Regulates and supervises the system of education, training, and competence assessment of seafarers under its jurisdiction, complying with the national and international requirements.
GMD cooperate with all other relevant institutions related to the operation of the maritime sector, such as Border Police structures, customs agencies, and environmental agencies.
P8 - Nature and Environmental Protection Agency
Environmental Protection Agency (EPA) conducts the following professional and related environmental affairs:
EPA cooperates with international bodies and organizations addressing environmental affairs, in particular – European Environment Agency and International Atomic Energy Agency. Furthermore, it participates in the work of professional networks within the EU, as well as with similar agencies in other states.

EPA's mission is to actively improve the ecological status of Montenegro in a professional manner, thereby serving nature, health and economic interests of present and future generations, with a vision that Montenegro will be a country living in harmony with nature.
Establishing the Environmental Protection Agency of Montenegro created prerequirements for implementation of environmental objectives and standards of the EU.
P9 - Ecological Center "DOLPHIN"
Eco Center "DOLPHIN" is a non-governmental and non-profit organization founded on December 15th, 2000. Our mission is related to the implementation of environmental education and environmental initiatives in an innovative, transparent and efficient manner in order to contribute to the improvement of the environment in Montenegro.
Main goals and strategies for achieving these goals according to the statute are: promoting sustainable development and environmental values of Montenegro, holding scientific conferences, forums, public hearings and campaigns, trainings, study visits and similar events, public sector monitoring, improving the application of existing legal solutions in the field of environmental protection and promoting the application of EU standards and positive world experiences, cooperation with line ministries, public institutions, universities, national and local parliaments, local governments, media, civil associations, citizens, international and other organizations in the country and abroad dealing with sustainable development, providing free assistance and advice to citizens and other civil society organizations when it comes to environmental issues, capacity building of non-governmental organizations, increasing understanding of the role and importance of NGOs in society, development and implementation of informative and educational environmental programs, and publishing in the field of environmental education.
Until now, Eco Center "DOLPHIN" realized various national and international projects, participating in the UNDP initiatives, Ministry of Tourism and Environmental Protection, Montenegrin municipalities’ calls, IRD program, European Development Agency, Interreg IPA programme calls, and Erasmus +. Our organization participated in the implementation of eco actions and participation in the development of strategic documents in Montenegro.
